Allocation scheme

The council and its housing partners use a shared system to manage applications for social housing. Because demand far exceeds supply, the scheme helps decide who gets priority for the limited number of homes available each year.

Who can apply

Anyone who lives in Tower Hamlets and meets the eligibility criteria can apply to join the Housing Register. Applicants are placed into one of three bands based on their housing need:

• Band 1 – High Priority: For people in urgent need, such as those with serious medical issues, those whose homes are being demolished, or those living in homes too large for their needs.
• Band 2 – Priority Need: Includes people who are homeless or living in overcrowded conditions.
• Band 3 – General Housing Options: For people who don’t have an urgent housing need but still want to be considered for social housing. These applicants have very limited chances of being offered a home.

How homes are offered

Most homes are let through a system called Choice Based Lettings. This means available properties are advertised and applicants can “bid” for up to three homes each cycle. Homes are usually offered to the highest priority bidder first. Some homes may be offered directly to specific groups, such as foster carers or people leaving care.
